When there is more than one resident with medical needs living in the address, , only one Medical Baseline application per household is required. Depending on your medical needs and the number of medical devices used by Medical Baseline customers in the same address, you might be eligible for more than one standard Medical Baseline Allotment.

Your eligibility or enrollment in Medi-Cal or any other health insurance is not related to and does not affect your eligibility for Medical Baseline. Medical Baseline Program overview The Medical Baseline Program, also known as Medical Baseline Allowance, is an assistance program for residential customers who depend on power for certain medical needs. Customers interested in the program will find eligibility and application details on this page. The program offers two kinds of help. Applying for the program. Choose View. In hot areas, baseline goes up in the summer when people crank up the air conditioning and down in the winter.
In more temperate climates, such as San Francisco, the reverse is true. For example, in Marin the summer baseline is kilowatt hours per month; in winter it is kwh a month. Statewide, the average monthly usage is kwh per month. Baseline doesn't take into account the size of your residence or how many people live there. A single person in a studio in Concord has the same baseline allocation as a six-person family in a sprawling house in Walnut Creek.
There's no easy way to look at your baseline allocation and figure out just how many lights and appliances it includes. It is expressed in kilowatt hours per month.
